DCC Block detection using a transformer coupling to the track.

When there is DCC track current passing, the transformer generates a voltage at the secondary (which is the output transformers center tapped primary winding). This Voltage is rectified and across the 10 ufd capacitor bias's the IC which gives a high impedance output and allows the transistor to turn on. This can be used to operate a relay or logic circuits.
The 1N5404 back to back diodes at the input are to protect the transformer if there is a track short circuit.
