The section of the online home of New Scientist magazine devoted to AI and A-Life (artificial life). Lots of interesting articles, check it out. A great place to get ideas.

Neural Network FAQ
This is posted to the newsgroup comp.ai.neural-nets every month. A vast amount of imformation, but it is very technical, with lots of mathematical jargon. If you want to look at NNs from a mathematical viewpoint, this is a place you must visit. (personally I prefer biological info)
