"Europe in Crisis"

A 1/300th Modern Spearhead Competition - NatCon 2008

Last updated 6th March 2008

General:

The following themed competition will be provisionally available at the New Zealand National Wargames Convention to be held in Christchurch during Easter 2008.

Eight players, as a minimum, are required for this competition to proceed. This number of official registrations must be reached by the 22nd of February. Army lists must be submitted by 7th of March and should be sent directly to the umpire.

Theme:

This competition will be a themed European Cold War event.

Armies will be restricted to nations that were signatories to the either the Warsaw Pact or NATO or another neutral European nation such as Sweden, Switzerland or Finland or as deemed acceptable by the competition organiser. Further, it is restricted to equipment and organisations from 1980 to 1989 inclusive.

Scales and Tables:

The US Army 1:5000 ground scale, as described in the Modern Spearhead rules, where 1" = 125m will be used. Tables will measure 1.8m x 1.2m.

Please note that this alternate ground scale does not impact figure basing, town sector dimensions or artillery templates. It does however allow the games to be played on a reasonable sized table while providing good force densities. It also ensures less terrain will be required. A quick reference sheet using this reduced ground scale can be found here.

Rules:

The competition will use the 'Modern Spearhead Scenario Generation System'. This can be downloaded from:
http://homepages.paradise.net.nz/mcnelly/msh/scenario_system.htm

The Modern Spearhead Rules (1.11) as updated by the errata dated 13/8/06 will apply. The errata can be downloaded from:

The official clarifications file will be used:

The revised Soviet Data Card will be used:

Other official data cards should be updated using the official errata:
http://modernspearhead.net/files/MSH_DC_Errata_v0990.pdf

Selected Advanced Optional Rules will be used from the following document. Refer to the Scenario System for further detail on those that apply:
http://modernspearhead.net/files/MSH_Optional_Advanced_Rules_v100.pdf

In addition those data cards for some minor nations and specifically referenced in the Modern Spearhead Scenario System, or supporting files, will be used.

Some minor alterations of the scenario system and associated points values may be made in the coming months. This is likely to include additional points values for nationalities not currently available.

If points values are not available for your preferred army please contact the umpire and calculations may be able to be made.

Army Lists:

Each player must provide lists for his Primary Nationality. As defined in the Modern Spearhead Scenario Generation System each player must provide an Attack and Defend List for his selected nationality using the values defined under "High Intensity Conventional Warfare Scenario 1980-1989".

These lists must be from one nationality and both lists must be from the same year. A different divisional TO&E can be used for an Defend List than is used in the Attack List. The Defend List may have up to three Option A sub-lists. The Attack List may have three Option A and three Option B sub-lists.

The lists can be drawn from Modern Spearhead TO&E lists and the TO&E Errata dated 26/7/06 should be consulted and incorporated into lists which can be downloaded from:
http://www.modernspearhead.net/files/MSH_TOE_Errata_v100.pdf

If you have a specific list which is not covered above please contact the umpire. It is possible that it can be added given sufficient notice.

As the games form part of a Cold War theme all NATO armies and all WARPAC armies, as well as selected neutral armies, may have off table SAM such as Hawk or SAM-2 etc to represent part of a combined front heavy SAM screen. These stands need not be part of the divisional or even corps TO&E, or in some cases, may not be part of the nations own combat forces.

The umpire may also accept some variation of equipment and service entry dates where these can be justified. Examples could include the introduction of the M1 Abrams in to selected American army units which use M113s rather than Bradleys.

Secondary Nationality:

To prevent NATO vs NATO or WARPAC vs WARPAC games players are strongly encouraged to provide a secondary nationality. However, this is not compulsory requirement.

If a player elects to use an secondary nationality the lists must be constructed as detailed previously. The secondary nationality can only be used if the opponents primary nationality is of the same political block and then must. A player selecting a secondary nationality must also define, prior to the competition, if the secondary nationality is to be used against neutral countries. Again, once defined no latitude is allowed when fielding.

Should the situation arise where two players have two primary nationalities from the same political block and both a secondary nationality a die will be rolled and that scoring lower will use his secondary nationality.

Models and Terrain:

All models must accurately represent the items they depict. All models must be painted and based according to the Modern Spearhead rules.

Players are required to bring their own terrain and ideally base cloths. Town sectors must be clearly modelled on 3" x 3" sector bases.

Please note terrain will not be available from the organisers.

Competition Rounds:

The competition runs over three days. There will be two rounds each day with each round being four hours in length.

The competition will use a modified Swiss Chess system. Initial draws will be weighted to provide games between players from different clubs and historical opponents where possible. The final format will depend on player numbers.
