There are thirteen HFDL ground stations located around the world all synchronised to identify their presence every 32 seconds.  Almost any HF receiver with USB mode will pick up HFDL transmissions from either ground stations or aircraft.  You will probably need a reasonably stable receiver that produces little in the way of drift and has a receive bandwidth of about 2.4 kHz (most modern receivers have this capability).  A good decoder is detailed here.
