Francois was the eldest son of Francois and Elizabeth Hooper. When they died in 1800 Francois and his six siblings were brought up by their grandmother, Susanne Harrivel. Francois became the first Non-conformist minister in Jersey. He studied under Dr Bogue at Gosport, near Portsmouth in Hampshire, and was granted his licence for preaching in October 1808, ëbeing a Preacher and Teacher of a Congregation of Dissenting Protestants'.
Francois married Susannah Sharp in 1811 and they had five children. When the youngest was aged about two Susannah died as the result of a fall at a Sunday School prizegiving.
