To make a web page find the 'view' menu above and go down to 'source' and open it. This will give you the instructions for a basic web page. Replace everything but capitals and symbols with your words.
This will give you a white page, size 10 Times New Roman font. Now save the page as your new title, and add .html (hyper text mark up language) to it, and change the file type to All Files... You will see a webpage with your title appear where you saved it. If you want to make changes, open up the source file, save and refresh the webpage to see your changes.
There's a zillion other things you can do to it, but this is the most basic step.
Getting it posted to a website needs the help of a server and an FTP program - quite a bit more involved...
You need to have a homepage, which your server will often be able to give you, this is your web address. Places like Yahoo can do a lot of the work for you, and post your pages...
But doing it yourself means you don't have to advertise for them, so download an ftp program from http://linux.fh-heilbronn.de/~debis/leechftp/
and follow instructions...
