THIS IS THE FINAL ROUND OF AMENDMENTS. THE TEXT APPROVED IN THIS ROUND WILL RETURN TO THE COMMITTEE FOR MINOR TECHNICAL ADJUSTMENTS, THEN BE PRESENTED TO THE PEOPLE FOR RATIFICATION.
12. An Amendment on the Establishment of Provinces
(moved by D. Nanöchfiglheu Vercáriâ; seconded by Miestrâ Schivâ.)
That Title One, Article Three, Section 6 of the Third Draft Constitution be replaced with the following text:
6. New provinces may be formed by Parlamînt out of the territory of existing provinces, on the motion of :
a) a petition of citizens either resident in or assigned to the territory concerned, and with;
b) the consent of the legislature(s) (if these exist) of the province(s) affected.
13. The "Bicameral With Delay" Amendment
(moved by Miestrâ Schivâ; seconded by Chirisch Cavéir and Jonathan Kelley.)
That Title Two of the Third Draft Constitution be replaced by the following text, with the effect that the Republic shall shift from a unicameral to a bicameral system once there are five provinces each with at least six citizens qualified to vote.
